Typically, digit problems have been traditionally restricted to whole numbers. However, unless the league has a “what every mathlete should know” statement in which “number” means “whole number” or “digit” applies only to whole numbers, then I feel the appeal should be granted. The students have certainly demonstrated knowledge of the mathematics involved.

I would accept either 48,84 or 48,84,-48,-84 (all 4).  I would not accept -48,-84 only.
